On Wednesday, a French court charged President Kagame's chief of protocol, Rose Kabuye, with "complicity in murder in relation to terrorism." 47-year-old Kabuye insists she is innocent and claims says the genocide that killed more than 500,000 minority Tutsis was planned in advance and the plane attack in which former president Habyarimana died "had nothing to do" with it.
